Section 1 is famous. Sections 2 through 5 are why a Reconstruction Congress could pass it, and where it does not look like a poster. Name them.

Do not skip 2-5 to get to Brown. Section 3: loyalty bar, not a criminal punishment; do not recruit to a caucus; young: one honest sentence that it bars office after rebellion, Congress can lift it. Section 4: Union debt stands, Confederate debt void, no payment for slaves. Section 5: Congress may enforce.

Objective

The student can name Section 2's repeal of three-fifths, that the vote penalty is not a vote right, and at least two ugly clauses: Indians not taxed; no payment for slaves.

Not a poster

Section 2 counts whole persons and still excludes Indians not taxed. Its vote rule is a counting penalty for shutting out adult male citizens twenty-one, except rebellion or other crime — not a right to vote. The 15th is the racial suffrage rule. Section 4 refuses to pay enslavers for emancipation. Name it without applause or apology. Section 5 gives Congress power to enforce. Section 1 without 2-5 is a poster.

Machinery and failure

Reconstruction Congress wrote an instrument, not a greeting card. Southern states ratified under pressure. Redemption gutted the promise (Cruikshank, Civil Rights Cases, Plessy, unenforced Section 2). Writing the sentence is not keeping it. The civic chain from Magna Carta through Fed 54 lands here only if the ugly clauses stay on the table.

The 14th is a Reconstruction instrument with five sections. Famous Section 1 does not erase 2-5. Ugly clauses named. Keeping failed in places. The sentences remain.
