Section 1 does not argue with Taney. It replaces him. Two citizenships: nation and state. Qualifier: Howard. Wong Kim Ark as the Court's reading of jus soli with traditional exceptions. The 13th is not this sentence. The 15th is not this sentence. A sitting that says the 14th made everyone a citizen has dropped the qualifier, naturalization, dual citizenship, and Dred Scott.
